For an SME adopting AI, the starting point is not deciding what to buy but deciding which task to use it for. Both subsidies and support desks move faster when you know the task.

Where SMEs Tend to Get Stuck with AI Adoption

According to the summary of the 2026 White Paper on Small and Medium Enterprises in Japan, about 30% (30.3%) of SMEs had worked on using AI. Among companies that had not, the most common reason was 'we cannot picture which tasks to use it for' at 63.4%, followed by 'we lack people to drive its use' at 40.0% and 'we have no internal rules or guidelines' at 26.2%.

In other words, companies get stuck before budget even comes up. The three hurdles are not seeing which tasks to use it for, having no one to lead it, and having no rules. The support covered in this article addresses each of these three.

The Digitalization and AI Adoption Subsidy: Eligibility and Application Steps

From fiscal 2026, the IT Introduction Subsidy was renamed the Digitalization and AI Adoption Subsidy. It is a Japanese government subsidy that helps SMEs and small businesses adopt IT tools for operational efficiency and digital transformation (DX), with the aim of raising labor productivity. The application guidelines state that AI is included in IT tool software.

What the Subsidy Covers

Only IT tools that the secretariat has reviewed in advance and registered on the subsidy website qualify. You apply together with an IT adoption support provider registered with the secretariat. Even an AI agent you found yourself does not qualify unless it is registered as an IT tool. The IT tool search on the subsidy website lets you look up a summary of each tool's features, including whether it uses AI.

Under the standard track, eligible costs include software purchases and cloud usage fees (up to 2 years). Services such as consulting at adoption, setup, training and maintenance support are also covered.

A process is the scope of work the software handles, divided into areas such as customer service and sales support, or accounting, finance and management. For example, at a subsidy rate of up to 1/2, if the eligible costs are ¥1,000,000, the subsidy is up to ¥500,000.

To apply, you need a gBizID Prime account (Japan's government business login ID) and a declaration under IPA's SECURITY ACTION program (one star or two stars). The guidance says issuing gBizID Prime takes about 2 weeks. The most important point is the order of steps. If you sign a contract or place an order for an IT tool before the grant decision, it does not qualify for the subsidy.

As of October 2026, the published 6th deadline for the standard track is 17:00 on Friday, October 30, 2026. The grant decision is scheduled for Thursday, December 10, 2026, and the deadline for carrying out the project and submitting the performance report is scheduled for 17:00 on Monday, May 31, 2027. Later rounds are announced on the program schedule page as they are set.

Support Desks with No Consultation Fee, Including Yorozu Support Centers

If you have not yet decided which tasks to use AI for, go to a support desk before looking at subsidies. The desks below are all run by the national government or SMRJ, and consultations cost nothing.

  • Yorozu Support Centers: business consultation offices the national government set up in all 47 prefectures. You can consult as many times as you like, on issues large or small. From April 1, 2026, Productivity Improvement Support Centers were also set up inside the centers
  • IT Management Support Center: SMRJ's online meetings with IT experts. Each session is 60 minutes, you can use it as many times as you like, and it also serves people considering AI. It states that it advises from a position that does not favor any particular tool or vendor
  • Deji-with: SMRJ's portal site. With its IT Strategy Navi tool, you answer questions for about 5 minutes and learn your company's digitalization status and IT uses that fit your issues

The national headquarters of the Yorozu Support Centers also publishes a list of AI advisors registered at centers around the country. If you want advice on AI, tell your nearest center so when you book, and things will move faster. Bookings are accepted by phone, email, fax and other means. The Productivity Improvement Support Centers were placed inside the centers by the national government for SMEs facing issues such as labor shortages, and the guidance says productivity experts visit the workplace to help. You can start by consulting on tasks where manual work has become the norm.

Seminars and Learning from Public Bodies

When you look for seminars on AI agents or business automation, starting with information from public bodies makes it less likely you will end up with promotions for a specific product.

Your First Task When Starting with a Small Team

At a small company, do not spread to several tasks from the start; try one task. The White Paper summary lists back-office departments and sales, marketing and customer service departments as the areas where SMEs use AI. When choosing, look for a task that meets the following conditions.

  • It repeats every week, and you can write down the steps
  • If the AI makes a mistake, a person can fix it before it leaves the company
  • You can test it without entering customers' personal information
  • You can compare the time it takes before and after you start

Cautions When Using Support Programs

  • The subsidy is paid after you pay for the tool, submit the performance report, and the amount is finalized. Until then, your company covers the costs itself
  • Signing a contract or placing an order before the grant decision makes the cost ineligible
  • Only IT tools registered with the secretariat, and registered IT adoption support providers, are eligible
  • Application conditions and deadlines change with each round. Read the latest guidelines before you apply

The subsidy website warns that selling IT tools at effectively no charge or with discounts is fraud and a crime. It also says solicitations that promise cash back may be fraudulent. If something is judged fraudulent, the grant decision may be revoked and you may be asked to return the subsidy. The secretariat also publishes a list of IT adoption support providers whose registration was revoked. Be careful with vendors who rush you into a contract because a subsidy is available.
